DD.HH.: ASÍ ES LA COLOMBIA OLVIDADA. HACIA LA CONSTRUCCIÓN DE PAZ «De La Violencia a la Convivencia»

 

DD.HH.: THIS IS THE FORGOTTEN COLOMBIA. TOWARDS THE CONSTRUCTION OF PEACE «From Violence to Coexistence»

Al iniciar el año 2023, en el primer día del mes de enero, en un grato compartir con la comunidad del barrio Altos de Cazuca, sector deprimido, carente de todos los servicios públicos (agua, luz, alcantarillado y aseo), sus habitantes se mantienen alertas por estar sus viviendas en alto riesgo de desbordamiento, se encuentran en área limítrofe entre la capital de la República de Colombia, Bogotá, al sur, y el municipio de Soacha, al norte, en el departamento de Cundinamarca; por tal situación geográfica, hay quienes se sienten bogotanos, capitalinos, ante quienes dicen ser soachunos. No cuentan con agua potable, aun estando al lado del acueducto que surte al sur de Bogotá, separados por una pared de unos cuantos centímetros.

As the year 2023 begins, on the first day of January, in a pleasant sharing with the community of the Altos de Cazuca neighborhood, a depressed sector, devoid of all public services (water, electricity, sewerage and cleaning), its inhabitants remain alert because their homes are at high risk of overflow, they are in border area between the capital of the Republic of Colombia, Bogotá, to the south, and the municipality of Soacha, to the north, in the department of Cundinamarca; due to such a geographical situation, there are those who feel like they are from Bogota, from the capital, before those who claim to be Soachunos.They do not have drinking water, even being next to the aqueduct that supplies the south of Bogotá, separated by a wall of a few centimeters.

A este sector tan olvidado de las administraciones públicas, tanto del orden local, regional y nacional, algunas organizaciones de la sociedad civil hacen presencia con insumos médico/hospitalarios, de primeros auxilios y de atención humanitaria, entre quienes se cuenta el GOES, Grupo Operativo Especialistas en Salud y Atención Pre-Hospitalaria. To this so forgotten sector of public administrations, both local, regional and national, some civil society organizations are present with medical/hospital supplies, first aid and humanitarian care, including the GOES, Operational Group Specialists in Health and Pre-Hospital Care. Al preguntarle al gestor/fundador del GOES sobre la homonimia con el Grupo de Operaciones Especiales, GOES, de la Policía Nacional, nos dice Richard Carrillo, que su sueño era ser miembro de las Fuerzas Militares de Colombia, en primera instancia, o ser médico, al no contar con las ayudas necesarias para ello, se vio forzado a ingresar a las fuerzas paramilitares, ejército irregular que presta servicios de protección a ganaderos y empresarios colombianos, sin control alguno por parte del estado, enfrentándose a fuerzas insurgentes y a la delincuencia.

When asking the GOES manager/founder about the homonymy with the Special Operations Group, GOES, of the National Police, Richard Carrillo tells us that his dream was to be a member of the Colombian Military Forces, in the first instance, or to be a doctor, not having the necessary help for it, he was forced to join the paramilitary forces , an irregular army that provides protection services to Colombian ranchers and businessmen, without any control by the state, confronting insurgent forces and crime.

APUNTANDOLE A LA PAZ: DE PARAMILITAR A LÍDER SOCIAL.

AIMING AT PEACE: FROM PARAMILITARY TO SOCIAL LEADER.

Al pasar muchos años en las fuerzas paramilitares, Richard se tropezó de frente con la realidad, al ver que sus compañeros, luego de unos enfrentamientos con la guerrilla, específicamente las Fuerzas Armadas Revolucionarias de Colombia, FARC, se encontraban malheridos y requiriendo atención de emergencia, sin contar con la asistencia médica del gobierno, un guerrillero se ofreció a atender a los heridos del ejército paramilitar, sin miramiento ni reservas de ninguna naturaleza; ese acto lo marcó definitivamente, siendo afianzado con la oportunidad de ver nacer a una criatura, estando presente en un parto, lo que le puso a pensar sobre su futuro, siendo informado de que iba a ser padre de un niño, hace diecinueve años.

After spending many years in the paramilitary forces, Richard came face to face with reality when he saw that his companions, after some clashes with the guerrillas, Specifically, the Revolutionary Armed Forces of Colombia, FARC, were badly injured and requiring emergency attention, without counting on the government’s medical assistance, a guerrilla offered to treat the wounded of the paramilitary army, without consideration or reservations of any kind; That act definitely marked him, being assured with the opportunity to see a child being born, being present at a birth, which made him think about his future, being informed that he was going to be the father of a child, nineteen years ago.

Ese hijo le marcaría definitivamente su derrotero, decidiendo, en ese entonces, dejar de lado las armas por completo, para dedicarse de lleno a salvar vidas, atender emergencias, intervenir en operaciones, ya no militares, sino de asistencia médica, en apoyo a los profesionales de la medicina, y en lugares y momentos donde estos no hacen presencia, acudir al llamado de emergencia con la Asistencia Médica Pre-Hospitalaria; desempeñándose con gran maestría, ganándose el sobrenombre del “Costurero”, por hacer las suturas (costuras en medicina) con lujo de detalles, con total maestría, lograda con tantas intervenciones efectuadas con absoluta entrega y compromiso, sin contar con el apoyo de ninguna entidad estatal, motu propio.

Armado de valor, además de los implementos necesarios para la atención de urgencias y emergencias, con el equipo humano del GOES Grupo Operativo Especialistas en Salud y Atención Pre-Hospitalaria. GOES APH EMERGENCIAS, es como Richard sana su ser, su alma y su espíritu del pasado, ese fantasma que le ha dejado muchas insatisfacciones, todo aquello vivido en medio del conflicto armado interno en Colombia, como actor en primera línea de uno de los ejércitos más temidos del país.

A LA FALTA DE SERVICIOS ESENCIALES SE SUMA LA INDOLENCIA Y ABUSO DE FUNCIONARIOS GUBERNAMENTALES.

TO THE LACK OF ESSENTIAL SERVICES IS ADDED THE INDOLENCE AND ABUSE OF GOVERNMENT OFFICIALS.

Aun cuando estas familias abandonadas por el destino, desplazadas de la violencia muchas, otras por desastres naturales de ocurrencia en otros lares, se encuentran en zonas de alto riesgo, sin contar con servicios públicos básicos, viviendo en precarias condiciones seres humanos, hacinados en unos cuantos metros bordeando todo tipo de crisis humanitarias y climáticas donde no llega la mano del gobierno para resolverle sus necesidades, ni trasladarlas a lugares seguros, a la espera de la reubicación obligatoria, lo único que les llega son los cobros de impuesto predial.

Even when these families abandoned by fate, many displaced by violence, others by natural disasters that occurred in other places, are in high-risk areas, without basic public services, living in precarious human beings conditions, crowded into some how many meters bordering all kinds of humanitarian and climatic crises where the hand of the government does not reach to solve their needs, or transfer them to safe places, waiting for the mandatory relocation, the only thing that reaches them are the property tax collections.

Además, son muchos los pacientes que requieren atención inmediata y se las postergan hasta nueva orden, sin explicaciones de ninguna naturaleza.

In addition, there are many patients who require immediate attention and are postponed until further notice, without explanations of any kind.

Es el caso del señor Israel Cardozo, quien hace más de un año anda como bola de ping pong, de una dependencia a otra, sin que le resuelvan su situación.

This is the case of Mr. Israel Cardozo, who for more than a year has been walking like a ping pong ball, from one department to another, without having his situation resolved.

 Ahora, con el nuevo gobierno de la Paz Total esperamos se superen estas brechas tan ignomiosas, en bien de nuestra patria, en completa paz y desarrollo.
